I think the implication there is that many don't participate at all, thus their area is now under represented and gets less funding.

You mean just in total population counts? So they refuse to be censused because they can't adequately racially profile themselves in the census?

Funding gets redirected, so does representation. They'd re-draw district (etc) lines if certain numbers changed.
